How to link file for federal before AOR

Hi all,

I have a friend who applied for Federal around November 2016 but still hasn't gotten the AOR. He is starting to worry now since most of the people have received their AORs who applied around that time.

Can anyone outline how to link the federal file even before AOR arrives ? Is it even possible ?

Any help/pointers will be much appreciated.
