Apply for jobs, get a job offer and then employer pays $1k files for LMIA to prove no Canadian or PR can do the job, only you. Then you wait for LMIA. Once you have LMIA, you apply for closed work permit. Few employers go through the long process and you are in a licensed trade. Look at immigration programs rather than a job.
