I decide to pick Canada over Aus (too many Sgporeans) and US (Trump anti-immigration)
There are so many forms, :o i dunno how to get started -without an agency.
Do I need to apply for eTA first?
I'm too old to be a student. Is it a must to get a job offer from Canadian company before i apply to move over on work pass?
Or is it easier to come over on tourist pass then apply for job?

You can certainly come here on a tourist visa and look for work - but do expect it to be very difficult to find a job. You don't need to have a job in Canada to immigrate although it does make things easier.

So to recap - you need to start by researching and learning about Canada's immigration programs.

No - it doesn't give you a better chance. Also - be careful of scammers. If something sounds too good to be true - it probably is.
 
i have a penpal staying in buffalo, usa.
he has been there since college, so he can't guide me much. he suggest that i try to find a canada job before flying over, but the JD requirements i commonly saw "you need to be able to work legally in canada"
I dunno how i can do that here in Sg.

i'm thinking of going over on tourist pass first, and apply for work after i got there, then convert to stay longer.
Does this plan work?
