How to get refund after withdrawing the application

I applied for my husband sponsorship and it was refused in early 2019. I then decided to appeal and my appeal did not go well. So I withdrew the application and will apply again later. I want to know how I can get my permanent residence fees back. I went online to get a refund and it says my application is still in progress. However, I signed the withdrawal letter on Jan 6th 2020 and I also got the letter from appeal division saying that my file is now closed. What should I do? Please help

You can't get a refund on processing fees once your application started processing. You theoretically should get a refund of RPRF.

How can I get the refund for RPRF?
