How to get biometric extension beyond 30days

Hi Guys,
My self & my spouse both together have applied TRV online, out side canada, from usa, they sent us biometric collection letter, my spouse gave the biometric.
I am the primary applicant and sponsor of my spouse, but i am unable to attend the biometric with in 30days looking for extension the dead line is march 29th 2019,
i have been keep trying IRCC help line numbers got disconnecting every time, tried webforms too.
i got reply from IRCC LA office, saying that they haven got my application to processing, so they cant help.
there are only LA & NYC locations, i tried NYC webform but nothing response yet.
1. what are the possible ways to get biometric 30days extension?
2. after we submit the application, where does it go ? if LA ircc said they are not processing the application, who will processing my application ?
3. when does the actual processing starts?
4. as my spouse already given the bio metric as a secondary applicant will they process secondary application without primary applicant bio-metrics ?
5. if i dont get any help, can i with draw my application?
6. if i withdraw my application what happens with secondary applicant application?
7. what is the process to withdraw application ?

i know there are lot of questions, can any one help some of them pls ?

1. It is normally not possible to get an extension to give your biometrics.

2. If you fail to give your biometrics before the 30 days' deadline, your TRV application will be refused for failing to comply with Section 41 of the IRPA.

3. Each application is processed individually. Your wife will get a visa decision even if you don't give your biometrics/if you withdraw your application.

4. Online applications can be processed by any IRCC global visa office.

5. Processing of your application will not start until you provide your biometrics.

6. You can apply to withdraw your application, but it the decision of the visa office whether or not to allow this. It might be possible only if you have very strong reasons for not being able to give your biometrics within 30 days.

7. It is best if you give your biometrics. It takes hardly few minutes
