Hi, what is the procedure for getting the authorization of return for refused refugee claimant. Would to apply for skilled worker and will that refugee claim effect my skilled immigration application?

I'd suggest finding an attorney that specializes in ARCs.

I'm assuming you have read the CIC website: http://www.cic.gc.ca/english/information/inadmissibility/arc.asp

If not, I would suggest doing so. You would apply for your ARC along with the skilled worker application. Whether or not the ARC is granted would depend upon the specifics of the application. Note that if they paid for you to be deported, you will need to repay those costs as part of the ARC process.
