how to get approval by Canada Ministry of Labor to hire an oversea employee?

I am preparing Canada immigration now. There is a question that I hope you could give me advise.
If a friend of mine who is running a company in Canada could find a job for me, how could he get approval by The Canada Ministry of Labor to hire an oversea employee? And what kind of legal documentations he need to provide to get the approval?
