How to get an IT job on PGWP??

for hiring graduates on PGWP employers has to file LMIA but no employer files LMIA for a recent graduate. then how can anyone get jobs/ how many are getting jobs?
Am I missing something??

I don't think an employer needs a LMIA to hire an individual who holds a PGWP. PGWP is an open work permit, LMIA is for closed work permits.
