How to get a Dependant Visa?

Hi All,

I'm an Indian currently working in Singapore. My wife has got an internal transfer from her company in India to Mississauga, Canada and her work permit is valid for 2 years. Kindly let me know the steps to follow so that I can join her in Canada to live and work. I'm a little confused as to from where I need to apply for the visa as India is my home country whereas I'm currently working in SIngapore. Also, please advise on the processing time for the dependant visa.
