I am permanent resident of Canada, currently staying and working in Abu Dhabi, UAE for the last 2 years. I applied for TRV of my new born child and got the single entry visa with maximum validity of 02-Sep-2018. Due to some family & other issues, we are planning to extend our date of departure to permanently settle in Canada for another 6 months.

We need to know as to how can we extend the validity of TRV of my son for another 6 months i.e. Mar 2019. Appreciate if you please let us know the procedure and probability of accepting the visa extension application.
 
You cannot extend it. You need to apply for a new TRV following the same process you used the first time you applied for a TRV.

I did my first landing in Aug 2015 for 25 days. My PR card will be expired by Sep 2020. If i apply for TRV of new born child again, would Visa officer also think about our PR residency obligation (i.e. 730 days) before giving us TRV for my son?

I am just trying to link that why Visa Officer has given us the maximum validity up to Sep 2017, is it because that they have calculated the remaining number of days which we have to fulfil PR residency obligation?
 
It's really impossible for any of us to say. The second TRV may be approved or it may not be. There's certainly some risk if you don't use the TRV you have now.
