If you have submitted your EE profile and didn't get the message and job seeker code, here is the solution
1) Get the Application Number from MYCIC account. This is your EE Profile Number
2) Get the last four digit of your passport number. This will be your job seeker code for Job bank registration
3) Create the job bank account
https://seeker.jobbank.gc.ca/seeker/login.xhtml
Click on Express Entry Link and enter your EE profile number and last four digit of your passport as job seeker code
Complete the security questions and your Job bank account should be created.
Log back to your My CIC account and your profile status should be OPEN and Job Bank status accepted. Scroll down and you see a message and pdf with the congratulation message in it.
