If you sent your application to CIO - most rely on the proof of receipt/delivery of the courier you used - this is their immediate verification that the application package reached CIO. Aside from that, you can directly send an inquiry to CIO-NS, but it takes time also for them to send you back a reply.
An AOR is not given to you or issued to you immediately upon physical reception of the application package at CIO.
Normally an AOR is given after your application has been opened and the following has been done:
application forms filled out correctly and signed
proof of payment of processing fee, and
all supporting documents are included
and your eligibility for the immigration program you have applied for has been initially verified
However, it is being currently observed that it is taking a very very long time for issuance of AORs. So prepare for the wait.
