Hi, my first post here. My Mom is 65, she is a resident and citizen of the US. I am a resident and citizen of Canada. Do US-based parents have to jump through the same set of immigration hoops as parent from other countries, or is there a simpler set for them? Thank you.

There's nothing to follow. There are no special arrangements for US applicants. You will have to go via exactly the same PGP application pain as everyone else.
