i have made the pack as follows. Please suggest me if I'm wrong somewhere or could do something in a more efficient manner.
Bundled with Clips. Each bundle will be a separate section in itself. Withing each bundle, documents are logically stapled.
Bundle 1
1. Cover letter
2. print out of letter from CIC
3. Annexure A
Bundle 2
1. Table of contents in the Section 1.
2. All forms in order
3. Proof of previous stay in Canada
Bundle 3
1. Table of contents in the Section 2.
2. Birth Certificate - self
3. Translation - self

similarly, all following bundles, with a TOC till bundle 13. Whereever, the section was inapplicable, just made a TOC sheet saying NOT APPLICABLE.

2 6 photos of each applicant in wrapped in separate envelopes. And all included in one envelope and sealed it. attached to above TOC page. each photo contains the following info on the back - Date Taken, Name, DOB, Height, color of eyes.
