I know its a very basic question,

if I want to apply for GCMS notes for my Friend (who is outside Canada and waiting for his PPR) from within Canada. what is the process.

steps I found out is as below, please correct me where I am wrong.

1) download the form IMM5563E
2) fill it on behalf of my friend
3) Section A, Question 4, i mention that its on behalf of someone, so fill the form IMM5475E
4) Section B is requester information, so it would be my information or my friends
5) and what about section C. my information or my Friends
and for Section D, i sign or my friend.
then how do I make the payment using my credit card?
6) go to http://www.cic.gc.ca/english/information/fees/index.asp
7) country I select as Canada, then Immigration
8) what should I answer for 3rd question, "What are you paying for?",
9) I don't see anything for GCMS.
10) then after payment, i print the receipt and scan everything and send it to the email address mentioned.
7) along with some document which proves my address in Canada, what docs are valid?

Why can't your friend just do their own?
 
What you originally posted seems correct.

As for 'what are you paying for' there is an option for Access to information...
 
This seems way too complicated. Just go to ATIP website and you'll find the form, the link and all the necessary steps there. It's super easy - nothing like what you listed here.

Yes use your friend's details as the requester information, and appoint him in the consent form. That's all his involvement. You can even pay with your own credit card outside Canada.

This is what I usually do (I am an Outland applicant and have a PR friend in Canada). I download the form and fill it up, date and sign. Then I scan it and email it to my friend. She then prints it, fills in her info and signs it. Then scans and goes through ATIP process with my information that I've given her about my application. She emails me the notes when they arrive.
