A Canadian family member os being transferred to Canada by his company. His non-Canadian wife will need to start the PR process but they are very limited on time and unlikely to get the application together before they move.

They would prefer to be processed as Outland rather than Inland and I've been told it's possible to do, but I don't know how. Is it just a case of which application form you use?

Sorry if these are daft questions, but here goes....


1) Can the application (they are going to use the Outland form along with the document checklist for her country) be mailed from within Canada? Does CIC bother checking where the application was mailed from?


2) Do they need to have an "outland" address on the application form, at least until they get their UCI number and can change to their new, Canadian address online?

No, it can be mailed from anywhere. The applicant can be residing in Canada, that's not an issue. You can put a Canadian address.

The inland guide also states that applicants can apply outland to take advantage of the faster processing time, so clearly it's not an issue for CIC.
