How to apply for GCMS:Am Indian citizen

Hi Seniors,

I am an Indian citizen and based in India .I applied PR e-apr under FSW category on 5th July 2017.

I am based in India and want to apply for GCMS notes but the CIC website says:

"To send a request you must be a Canadian citizen, a permanent resident of Canada or an individual or corporation currently in Canada."

Does it mean it s not possible for me to do it?
If no, then can I ask one of my friends based in Canada to do it for me?
