I have begun my immigration process.

I have my masters in international affairs

Scored a 7.0 on my ielts

Have at least 5+ years of experience.

Trying to learn French as well.

Do I have a good chance? And how realistic is it to expect a response within a year?

I have been told that you complete it and then completely forget about it because it could be years.

Is that true?

Well, given that you aren't even talking about CRS at this point of time, maybe unrealistic to talk about your chances as long as you know what CRS you'll even be targeting?

Think you have a fundamental misunderstanding of the process. You need to get selected first and then it could take up to a few years to process. You likely need French to qualify given your current info with no mention of a Canadian degree or work experience. Even with both of those your language score would be too low to realistically secure PR in your NOC at the moment. Age also will impact your score.
