My husband is US Citizen, I am sponsoring him and I read that New York office doesn't do interviews anymore, which
would mean a trip to LA which is quite far and if we are going to go for an interview I will have to start saving up now.
So we are wondering how often do they actually send US applicants in for interviews?

Is it unusual? Or do they have a quota to meet ?

It's unusual. Interviews are typically only called when CIC has concerns the relationship isn't genuine.

My wife and I were concerned about that also especially when we found out 4-5 months ago that the NY office isn't doing interviews anymore, and all interviews are just in LA now for US/Canada couples.. We had ticked off the NY option so we figured if an interview were called for in our case that's where we'd be heading. Also the forms changed and updated to only include NY and LA as options not long before we applied back in Sept 2014.. They use to read three options for interviews: LA,Detroit, and NY.

For US/Canadian couples the chances of them wanting to interview you are very small.. There would need to be some serious red flags and discrepancies or something.. I was worried about our application though because my wife and I have a significant age difference between us, but we made it through no problem without CIC wanting an interview.. We were very relieved as going to LA just for an interview all the way from Moncton NB is a long and expensive journey round trip..

Don't worry about being interviewed if you and yours have a pretty straightforward story etc.. 8)

The only instances for a US citizen requiring an interview that I can recall are ones who applied under conjugal (which is always a mistake) and I think one common-law couple which couldn't provide strong enough proof of living together for one year.
