How much should I score for IELTS, and what is the best way for to migrate to Canada?

I have got my WES credentials in my WES account. They approved (both UG & PG) my certificates as well.
But the problem is, I didn’t received the hard copy yet.
unluckily, in my postal address I didn’t mentioned the postal code. As per the Kuwait postal procedure we have to mention the PO number. Until unless, we won’t mention the PO number, there is only 50% chance that I will receive my WES credentials (hard copy).
Is it ok that, WES pdf copy or that WES number is enough for their evaluation ?
