How much is the processing time for "paper based" India tourist visa via BLS Canada?

I am a Canadian permanent resident with Iranian passport and unfortunatelly there is no option for Iranian passport to apply for e-visa. I am living in Montreal and Montreal is covered by high commision of India, Ottawa. I have asked the BLS Montreal and they told me that it is between 15 to 30 days. Their website said 30 days. However in the "high commision of India, Ottawa" website it says it is on average 7 days for standard paper based tourist visa application. I even checked the Embasy of India in Iran to see that might be long processing time for Iranin and there it was mentioned 3 working days for India tourist visa.
I am realy confused. Any one have any experinece?

But you don't have a Canadian passport.

If you have a non-Canadian Passport, the fee and the processing time can be significantly different.
