march 2013, i complete one year , am i eligible for CEC immigration ?

in site it is mentioned like below

*a temporary foreign worker with at least two years of full-time (or equivalent) skilled work experience in Canada, or
* a foreign graduate from a Canadian post-secondary institution with at least one year of full-time (or equivalent) skilled work experience in Canada

it means, 2 year experience needs for a foreign worker who haven't done any
university education in Canada, please clarify me.
 
Did you graduate from university or college in canada? If you did, you only need one year. If you did not graduate from a Canadian university or college you need two years of work experience.
 
Current rule is 2 years experience if you didn't graduate, but the rules are tentatively changing in January 2013 to reduce the requirement to 1 year. This is not guaranteed, but if it proceeds, you will be eligible in after March 2013 when you complete your 1 year of experience (of skilled experience).

to go ahead with PNP, or stick on with CEC, which is good choice?
 
The new rules are still in "proposed" status. Expected to be announced as policy changes towards the end of 2012. If so, will be effective 01 Jan 2013.

Yes, you can have two or more concurrent applications in different categories. You will need to withdraw the other application once you receive your passport request.
