How many points muct match with NOC?

Can anyone tell me plz in job duties (NOC) how many points must match with the duties in certificate?For example if there are 8 points how many points must match?I have noticed cic refuse on that basis.

According to a rule of thumb, a similarity of about 70% is required!

Safe answer is 100%. But if 70 to 80% match is there it should be ok

Also the most important duties differentiating two nocs should match. For example between a 0213 and a Software lead the main difference is budgeting, appraisals, defining policies etc and if these are missinf then case may be weak for some one applying for 0213
