ESZB said:Agreed with scylla. You get 21 points.
22 points are for those who have 2 or more post-secondary degrees/diplomas e.g. Bachelors degree + post graduate diploma.
Read the note for 23 points more carefully. It refers to a "entry-to-practice professional degree" NOT professional degree.

scylla said:No - your foundation year will definitely not be counted as one degree. It's just one year of schooling that leads to a degree - it's not an actual degree. You would have to take a second bachelor degree or a masters to have two degrees.

ESZB said:To answer that, I need to know what credential you earned prior to your foundation degree?
In my opinion if you are a native and bypassed the A level route then it probably wont be counted separately. If on the other hand you are/were an international student then you must have had your HSSC prior to enrolment into foundation degree. In that case, the foundation degree will probably be counted as a perpetrate credential. However please remember that WES has the final word on this one.
