You need to have 1095 days in Canada as a PR before you can apply (3 years). It does not have to be continuous but must be in the 4 year period before you apply for citizenship. Time in Canada before getting PR can count at the rate of 1 day per every 2 that you spent but must also be within the 4 year period.

Once you meet the requirements, you can apply for citizenship. The processing time could be as little as 8 months or it could be 2 years or even more. According to CIC, 80% of applications are done by 19 months. At some point, they will notify you to appear for the test. If you pass the test, you will be notified to appear for oath where you will get your citizenship certificate. Having that, you can go apply for your passport.

you have to be physically in canada 3 out of 4 years. so if you never leave canada since you come, it will take whole 3 years for you to be able to submit citizenship application. today citizenship application took more than a year. if you are unlucky, it could take much longer than that. during the period of processing your application, if you move out of canada, you citizenship application could be denied. so under today's context, you have to be in canada for more than 4 years in order to smoothly obtain your canadian passport. after then, you can go wherever you wish.
