Does anyone know how long it takes to issue the visa after the passport is submitted to the vfs?

It depends on which Visa Office you are with. But generally it will not be a long time, many visa offices return the passport within 1 month. I got my visa 1 week after PPR from Rome, Italy. So you should be very happy and you are very close to the end now.
