They have reopened my file after the reconsideration request and asked for updated LOA (Letter of Acceptance) from University. Eligibility also started again.

When I can expect the decision? What are the chances of Approval now?

There are no timelines for reconsideration as it is not standard protocol. Also no one can tell you your chances. It depends on whether you showed that the VO made an error in law. Hopefully you will get a positive result.
