if I apply for visitor visa for my parents, how long is the visa valid for? For example if I apply now and the application is approved after 3 month (on April 30), what's the latest date before which they HAVE TO come to Canada?

They don't HAVE TO come to Canada. Many visa holders let their visa expired without coming to Canada. They simply wasted it.

VO officers can give out a maximum visa of 10 year multiple entry but can also give out a single entry short visa. It depends on the applicants profile.

When you get the visa stamped it will say how long its for. Normally it would be given until the expiry of the passport. So if its 10 years left on passport they might get it for ten years. Meaning they can come any time, 3 years from now, 6 years from now 9 years from now etc.
If for whatever reason the visa officer gives less than passport expiry like maybe 1 year. I would recommend using it, following all the rules and returning on that visa within the allowed time. This will show that they follow visa rules and give them travel history so next time they apply they might get maximum visa.

Not necessarily the same expiry as the passport. 10 year visa very common even if the passport expires before the 10 years.
