How long is it taking now to have a Sponsor application processed?

Hello I am sponsoring my wife from Kolkata India to Toronto. What is the turn around time - I am getting mixed answers and I am aware on the CIC website it states 12 months?

Do we need to do police clearance/Medical before we submit application?
