How long does it takes to get a work permit under HCCP ?

I don't have any experience regarding HCCP so I need to get a Work permit first so I am wondering that how long it takes to get a work permit after apply HCCP application ?
CIC said that it is almost 1 year, is it true ?
Please share with me your time line experience.
