The official website says it takes 13 months from application to approval. Does it actually takes longer than that? Thanks.

It's usually taking less time but it depends on many factors. 13 months is what it takes for 80% of cases to be finalized, some can be finalized in as little as 7 months, some in as many as 16-18 months. given the latest strike - it may well push 13 months for good % of ongoing applications...

Nobody can tell you how long will it take to get that PR, each case is different. :-X

The website posts the average, but the processing times are very skewed. It can take much longer (i.e. years), and it can also take a shorter time.

The biggest variance in processing time is the criminality check - depending on your background, the commonality of your name, travels, and other factors, this can take a significant amount of time to complete. Background checks are performed by CSIS.
 
It varies significantly.
An April 2013 applicant has received Medical request already. So his will be processed lot faster - like probably within a year.
My friend applied Nov 2011 and he just landed yesterday. Took that long because they closed the buffalo office in New York where it used to process the applications.

So yeah, could take a few months to a few years!
