How I will get information about SPNP open?

Hi guys,
I want to apply for SPNP occupational in demand.It opens two times in October 2016 but I get notification after it's closure. I am very upset. Is there any way to get information or notification when it is open? Sometimes the time in India doesn't match, it opened at night and filled in few hours. Please anyone suggest me the way.
