Not sure if this will work for you but this is how I improved my score
I am inside Canada on Work permit
Attempted CELPIP no preparation score 8 7 7 7
then studied for ielts due to some mishap in my application score was 6.5 over all 8 6 6 6
but this time I studied quite alot through website etc etc. those studies help me prepare for celpip quite a bit
and made my reflexes faster to for celpip
I started to feel that after I ielts I can improve my score as celpip started to feel easier
I attempted again with little preparation score was 11 10 9 8
I was back in the pool now and got ITA few weeks ago.
I was planning to go on a route to give Ielts like 8 or 10
Celpip is in INDIAN and DUBAI now so may be you can try you luck

Note: that I was trying to follow the herd by attempting the IELTS like 8 or 10 times to improve the score but then I realized that if I have to do it anyways and burn the money why not try celpip one more time and try my luck as it worked.
Also note if you request recalculation on writing and speaking they usually give one extra mark which can be crucial in getting higher score ,remember ever single digit count.
