How hard is it to get LMIA for new graduate?

Seniors,

How hard is it to get LMIA for a new graduate? I graduated in July 2012 and would like to get 600 points under EE. Apparently it's late for me to apply under ON PNP and my employer is willing to get LMIA for me. I've heard its very hard cos how we can prove that no Canadian can do a new graduate job like mine to obtain a positive LMIA.

The hardest hurdle I saw was meeting the median wage requirement of you NOC.

For example, the median wage for a computer programmer (NOC 2171) in Toronto is $35.90/hour. You have to make at least that amount to recieve a positive LMIA assessment. If you don't make at least the median wage in your NOC AND location then don't even bother applying for LMIA as it will be negative.

Since new grads only have 1-3 years of experience (PGWP) it is quite rare for someone to make at least the median salary in their NOC code, especially if Junior and Senior positions are grouped into the same NOC. However, if you do meet the median salary I would definitely apply.

So I checked my title - I'm in charge of HR manager at work cos it's a small office, only me working as HR so I do managerial and assisting job. My wage does not meet the median wage for an HR Manager but it does for a HR assistant. Can I apply as HR assistant instead?
