How Fee will be refunded if Visa rejected because of some reason

Hi experts
Suppose i get Letter of acceptence from collage .As in this form i see that many student who applied to the collage and they get acceptence but when they apply for visa .So visa office reject there visa for some reason like ( Study mismatch / fund /etc ).
My question to the experts that if any one who get acceptence from collage or Uni and then he/she pays approxmately 13000 CAD.And then they go to the visa office to apply for Student visa and they get rejected .So at this stage how the student will get his / her payment back from collage / Uni .

Check out college refund policy, usually you send them the rejection letter for fee refund .............
