Let’s say a new immigrant comes to Toronto with 6 years of experience as a full stack web developer (or any software development job). If his conversational english (accent and grammar) is pretty close to a native, will it be easy for him to find a job in Toronto or Vancouver?
 
Well, it might take a little time for Developer with some experience. But he will get is soon comparatively others, which are fresh graduates or no experience.

Getting job easily is an relative. As far as i have heard from my friends migrated recently the job is not a problem, but job related to your exp is difficult to get (not impossible). One will get survival job for sure, later trying intensively can obtain a related job with good pay.

Vancouver is not better option for new comers, it has high cost of living and less job opportunities compared to Toronto. Alongside, in Vancouver your foreign exp is not counted like Toronto. They treat you like fresher even if you have many years of exp.

Suggestion is to first get some job in Toronto (Software or survival job), later can apply for any willing province.
