Can somebody tell me what actually happens once our application (both paper and online) is submitted?
Why does it happen that some applicants get their visa within 10 days of their application while some applicants have to wait more than a month for their visa?

There are different categories for that. It totally depends on which category have you applied for.
In General or university category it usually takes 25-30 days while in case of SPP it takes 7-25 days.

But I have seen difference in the time of issuing of visa within same category applications as well. My friend who applied on 12th July under general category got his visa in 10 days, while I have been waiting for more than a month.
I fail to understand why is it so.

I fail to understand why is it so.

Sometimes it takes time to check the authenticity of profile or documents. If your friend got it that's nice. Don't think this much.
 
the step which creates major time difference is the security clearance.

once you application reaches decision stage, information is then sent back to canadian and american borders security offices. you name, passport number, photo (it is checked via facial features recognizing software) etc. is then run through their computers to match against the "persons of interest" database.

so, if your new application is inconsistent with your previous us or canadian application, it results in a refusal after careful evaluation of the inconsistencies found.

if no inconsistencies are found, then also sometimes it takes more time because you name or certain data of you application turns out to be similar to data of other "person of interest". then officer evaluates if you are different person.

other several things run things go in the background which are unknown even to VO's.

good answer... but what if a pserson has never applied to any other country before?
and what about a person who had stayed in other countries few years before like a person was in australia or say saudi arabia and now he/she is in india and applying for any type of visa?

apart from security, there are many visa officers in Embassy , so all have different workloads so your file can go to any officer and if he has less workload then you will receive within few days if the VO who is handling your case has high workload then it takes time, source of information is - Registered CHC embassy consultant.
