How do you get an ADR?

My husband's PR application was rejected and we filed notice that we want to appeal in July, 2009. An ADR is faster than a full hearing, but how do you get an ADR? Do you write the IRB and ask for one, or do they just decide on their own who gets one and who doesn't?

From my understanding the IRB decides if your case can be resolved by ADR if not then a hearing is scheduled. I had my case heard by ADR, I didnt ask them told me in a letter how my case would be heard.
