You can't "withdraw" dependents from an immigration application unless they have aged out (i.e. are 19 years old or older).

You can ask the visa office to list your dependents as not accompanying. The visa office might however still want to see their DNA tests since they've already asked. Listing someone as not accompanying means they don't get the PR visa at this point but can be sponsored later.

It is not your choice to remove your dependents from your application but can happen if they reach the age of majority, you give them up for adoption or you are unable to access them for medicals based on for example being divorced from your husband and him having full custody. Any dependents completely removed from your application can not be sponsored later.

Ok @leon, I can ask my visa office to list them as non accompanying, then later in future I can still sponsor them and provide DNA when I want to sponsor them

It doesn't work like that. Any dependants, accompanying or non-accompanying must be accepted by CIC as valid dependants, having been through the full examination process BEFORE your PR application is completed. If DNA results have been requested, you will have to supply them.

Unlikely. Even if you list them as non-accompanying, CIC will likely still demand that you complete the DNA test for all of your dependents. All of your dependents will also have to complete a medical. Why don't you just get the DNA test done?

It is extremely unlikely that CIC will allow you to "withdraw" anyone who is a dependant unless you can show that you have no ability to compel them to submit to the examination process. For example, if they are children now in the total sole custody of the other parent.
CIC is not going to just accept "some family issues" as a reason. Are they REALLY your dependants? If not, CIC might accuse you of misrepresentation, refuse your application and ban you for 5 years.

As I said, you can try it but they may still demand to see their DNA tests because they had already started that process. You can tell the visa office that you have some problems that prevent you from getting the DNA tests at this time and please explain which problems because as vague as you are being here, they will not accept that as a reason. You must explain to them why you can't. You can then ask them if you list these dependents as not accompanying if they will let your application go forward or if they wont, if they will give you more time to resolve your problems and get the DNA tests done.

As I and other people have told you, it is not your choice to "withdraw" or remove dependents from your application unless they turn 19.

At most you can list them as not accompanying and the visa office might still want their DNA tests even then.
