As I said, you can try it but they may still demand to see their DNA tests because they had already started that process. You can tell the visa office that you have some problems that prevent you from getting the DNA tests at this time and please explain which problems because as vague as you are being here, they will not accept that as a reason. You must explain to them why you can't. You can then ask them if you list these dependents as not accompanying if they will let your application go forward or if they wont, if they will give you more time to resolve your problems and get the DNA tests done.taotaqyakub said:
