How do I type our the letter for missing police certificate?

Can someone help me get a good format in which to write a cover letter to put with my application explaining my missing clearance?
I really can't even begin to know how to word the letter. I am mailing out the application Monday so it would be nice if I could have an answer or response soon. I am hoping that if we can formulate a format or have examples then later on, if someone is experiencing the same problem (missing police clearance) then they will know how to approach it.

CIC wants you to submit an official letter from the police headquarters in question stating that they will not provide you with the certificate.

If you can't get this letter either, just explain as thoroughly as possible how you tried to get the certificate, and that it was impossible. Include proof of your efforts.
