How do I mail my passport/photos/etc to seattle?

I sent everything flat rate USPS priority over the weekend. It was returned to me yesterday "postage due"

I took it back to the mailing place (not an actual post office, I don't get off work til 2 hours after the post office closes) and was told it had been in the wrong envelope, so we transferred everything to a new envelope and sent it again.

I just checked the tracking and it's being returned to me again. I'd sent everything to:

Immigration Section
Canadian Consulate General, Seattle
1501 4th Ave., Suite 600
Seattle, WA 98101

And I am really confused that something flat rate would be returned 'postage due'. Isn't the point of flat rate that you know what it will cost and can pay it and not worry about postage? How can I fix it so that everything will actually GET there?

Oh hon I am so sorry!!
I am in Canada and had trouble sending it from here...could not do the post office thing
So had to send Fed Ex ( my letter said from Canada Fed ex.) cost 49 to send and had to open an account with fed ex for them to charge it when mailing back. I KNOW I am in Canada so prob different.

I can't send FedEx, unfortunately, as I'm in the US. I checked the rates for flat rate--I paid $5.15, which is the correct rate for flat rate postage and is what I was told to pay both times I tried to mail it.

I'm going to take it to a real post office tomorrow during lunch, if I can. See if they can tell me what I did wrong.

Looks like it has to be USPS. It's not that FedEx isn't available--there's a FedEx office across the street from me right now--but unless I'm misreading this, it's gotta be USPS.
