How do I Complete my educational Assessment

Hi. I am new to the Forum and it will be great if the seniors and more experienced could assist me with a few questions.
Iam planning to apply for federal skilled migration in the coming months and Iam still waiting on the proposed changes.
So my first question, can I go ahead and apply for PR now under FSW migration.
I have been working since six years in telecommunication company.
I really look forward to your response as this will help us plan our next steps.
How could I solve my educational assessment before apply for immigration???
