How do I bring my sister to come visit me In canada

My brother in law ( also my cousin) is getting married in May in ontario, and he would like to invite my sister to his wedding ( also with her husband and children) and also my mom. How do i make it happen ? Please let me know the steps of it ... Thanks in advance .
