How did you choose first official language as an English for EE?

Hey buddies.

I wonder, is there any specific rules to choose English as an official language for EE?
The reason why I ask i am not sure German choose their first language as a german, not English.(for example)
Or everyone can choose English as a first language since they studied in English in North America and UK no matter where they were born? I am confused. What do you think?

They are not asking what your native language is. The question is related to languages that you can claim points for. As such, only ENglish and French are the two options. One of the two is your first language and the other is your second language.
