Barcodes on top. So when they open your package, they'll see the barcode page first and could scan your app immediately. Follow as the instructions say. I agree with danawhitaker, you should read the complete application guide.

This is mainly focused on the old kit, but you can somehow get an idea on how to organize your new kit app. Just follow the checklist provided by CIC and you'll be fine.
