Im talking about after becoming eligible to apply... How competitive actually is it when evaluated against all the skilled workers in the same pool in order to get Invitation to Apply, and then once you get that, actually getting PR? For an average international student?

did not get ur question PR now under EE is points based. Points r dependent on experience in home country , experience in canada , english language scores, age, degree type/education, job offer supported by LMIA in canada and a bit of luck. u can use below calculator to calculate ur rough points if they come out below 450 ur changes are low of getting ITA unless u get ontario OINP. Express entry scores have not dropped below 450 as yet

What do you mean by scores have not dropped below 450? Is it like most people above 450 get PR? Or is that more like a minimum line?

read about express entry system. there are draws 2 times a month roughly(that is not certain) in these draws a number is picked for example last draw on 27th jan they picked 457 and anyone getting a score above 457 was invited to apply for PR. So the first step is to qualify for PR under various options like CEC or FSW etc and then sit in the express entry pool till a number is picked and ur score is equal to or higher than that number . So far lowest number is 452 i believe . After that u get invitation to apply and the PR process starts with paper work etc
 
Oh wow that's an interesting method - a draw! :D

And after getting the ITA, do most people get PR, not get it, or the process takes forever so you don't have much data yet?
