Just curious here. I just cannot imagine how many applicants waiting to give their biometrics and how packed it will be! Even before Covid, it was quite busy and we had to book an appointment 2-3 weeks in advance.

Best case scenario, they waive biometrics for all inland applicants who have submitted their e-APR until they open up Service Canada locations. When they do open, they can manage it by requesting biometrics only from new applicants. This pandemic is going to be here for some time, so IRCC has to work around this issue. IRCC can also use the biometrics collected for temporary residence applications, most inland PR applicants who got their work permits recently have their biometrics enrolled in the system for 10 years. It's a win-win for both sides. It is hard to have someone forge biometrics that is tied to their travel document.
