if english is not your native/first language, then u have to take the IELTS...
Just to share an experience with u....i have a friend who is doing a master degree prog in
one of the universities in Canada,also must take the IELTs to apply for PR...Cos, english is not his native language..
Personally, it is a waste of money and time....but what to do....
 
We need to take the test first and send the report with the application or we will be informed as to when to take the exam?

An offical letter will be mailed to you and ask for the IELTS results....
In this forum, there are some topics with regards to this issue...u can get
some valuable information from other members.
 
Im not a native speaker but i was not asked for it... then again i have a degree from the US and studied HIgh school here, While applying for PR in the US not to mention i did not use any help to do the whole process so i guess they figure i did not needed it... Im sure is all about your background
 
i believe it might due to your high school background..
meaning u started at a early age to learn about the western culture and so on....
 
I know a person in the USA who got there a bachelor degree (4 years) and who still was asked to take the IELTS.
 
I have a BS degree from a US college.
I have an MS degree from a US university.
I have taken SAT, TOEFL and GRE.
I was still asked to submit IELTS scores.
