Hi,

I am a permanent resident in Canada since jUNE 2015. My husband is a canadian citizen. Is there any way I could sponsor my brother to live with us in Canada? Or could he come here on visit visa and then apply for work or study visa?
 
You cannot sponsor him for PR.

To apply for a work permit, he will need to secure a full time job offer from a Canadian employer and that employer will need to obtain an approved LMIA.

To obtain a study permit, he will need to first be accepted by a school in Canada and then apply for the study permit demonstrating sufficient funds to cover both tuition and living expenses.

For both the work permit and study permit, he is better off applying from his home country (rather than from Canada) since CIC will want proof he has strong ties to his home country and has no plans on remaining in Canada long term.
 
He may go to university after university he will get max. 3 year work permit. But it will be costly since tuition for international students are 3x more expensive than domestic student. But during his study he can work after 8 months of study.
If his English is not good enough he may go to English courses that is provided by University in that way he will be student before being an university student.
After graduate or during his study he may find a job that can sponsor him for PR. sponsoring an employee has nothing to do with paying anything or sporting him financially.

While doing all these things you need to apply for visa and HE shouldn't tell CIC his intention is to stay. Otherwise he won't get visa.
