How can I know which Visa Office processing my application?

Hi everyone
I am submitting my application online for my work permit from outside Canada. I contacted the embassy at my current address, they reply that your application is being proceeded by the Case processing center inside Canada, not by our office?
Is this normal ? or it should be evaluated in the embassy of a country in which you are living now?

Does anyone know about the procedures

Applications can be processed anywhere. If once centre has too many cases, cases are moved to other offices and countries.
